在 13.1.16.0 中 SpreadSheet.Core 中新增加：
Msg_ErrorIncorectRotationAngleValue ：                             Rotation angle must be between -90 and 90 degree.
Msg_ErrorIncorrectColumnHeading：                                   Column heading is incorrect.
Msg_ErrorIncorrectRowHeading：                                        Row heading is incorrect.
Msg_ErrorNegativeFrozenColumnOffset：                           Column offset should be non-negative.
Msg_ErrorNegativeFrozenRowOffset：                                 Row offset should be non-negative.
Msg_ErrorRowOffsetRefersBeyondWorksheet：                  The specified offset refers to the row beyond the worksheet.
